Fill in flash is when the flash always goes off no matter what the lighting condition is. You would use a fill in flash when the background is too bright and theres no light to show your subject clearly. In the first photo there is flash used to show the subjects face against the bright background. In the second picture there is no flash and you can see the subject is dark compared to the bright background. In the 3rd and 4th picture you cant really see the difference. What was supposed to happen is shadow in the face in one and using the flash to get rid of the shadow in the other one.
